Missouri Legislative Alert

 

The following message was received from Representative Steve Hunter's office and may be of interest to some of our clients:

 

This is to notify Workers’ Compensation Stakeholders, who are interested in the Second Injury Fund (SIF), that there will be a presentation by Chicago actuarial firm, PricewaterhouseCoopers, LLP on their July 30, 2007 actuarial review of the Missouri Second Injury Fund.  The presentation of this information and an opportunity to ask questions will be during a meeting of the House Interim Committee on the Second Injury Fund on Tuesday, November 6 in Hearing Room 3 of the State Capitol from 1:00 to 5:00 pm.

 

The agenda for the November 6 meeting will be as follows:

 

1:00 to 5:00 pm - Presentation by PricewaterhouseCoopers, LLP on their July 30, 2007 actuarial review of the Missouri Second Injury Fund.  Comments and questions concerning this SIF actuarial review will be made available in the following order, members of the SIF Committee, all members of the General Assembly, Statewide Office Holders and State Agencies who impact the SIF, and if time permits Workers' Compensation Stakeholders.

 

On Wednesday, November 7 the Interim Committee will reconvene at 9:00 am, without the representatives of PricewaterhouseCoopers, LLP, to begin hearing additional comments and suggestions concerning possible solutions for the 2008/2009 insolvency of the SIF.  Time will made available in the following order, all members of the General Assembly, Statewide Office Holders and State Agencies who impact the SIF, Workers' Compensation Stakeholders, and general public comments.

 

All Workers’ Compensation Stakeholders MUST notify Representative Steve Hunter's office ASAP if you will be attending, and if you wish to present information to the Interim Committee on either Tuesday, November 6 (1:00 to 5:00 pm) or on Wednesday, November 7 (9:00 am to ???).  We will determine the ending time on Wednesday based on the requests received by Representative Steve Hunter's office, by e-mail at: steve.hunter@house.mo.gov , for time to present information to the Committee. 

 

Prior to the November 6 meeting we would recommend that you may find the following information helpful: 

 

The PricewaterhouseCoopers, LLP July 30, 2007 actuarial review of the Missouri Second Injury Fund.  This document was previously delivered to each legislative office.  It is also available on the Department of Labor and Industrial Relations/Division of Workers' Compensation website.  It is under forms and brochures and is named the Second Injury Fund Actuarial Study Conducted by PricewaterhouseCoopers, LLP. (This review projects Fund insolvency in 2009)

 

Also helpful would be the State Auditor's April, 2007 audit of the Second Injury Fund.  This is available on the State Auditor's website under performance audits.  The report is named Labor and Industrial Relations Second Injury Fund and is audit number 2007-19.  This audit report projects Fund insolvency in 2008, and makes as its number one recommendation that "the General Assembly take action to ensure Fund solvency in 2008 and in the future."
